As part of the $2.4 billion San Francisco Airport Master Plan Program, a new $650 million International Terminal Complex, including two new concourses was built.

The joint venture of Skidmore, Owings & Merrill, Del Campo & Maru, and Michael Willis & Associates was selected as architects for the International Terminal Building, which is the centerpiece of the complex, and is constructed in airspace spanning 400 feet over the existing main airport terminal area access roads. The seven-story terminal building includes a total of 1.5 million square feet of enclosed space, and incorporates a long-span cantilever roof structure. This magnificent structure opened in December 2000.

AGS provided complete civil sitework for all features beneath the building. AGS' scope of work included demolition of existing utilities and structures, grading of new roads, bus turnouts, parking, walks. Underground utilities to be designed include gas, sewer, water drainage and electrical ducts. Under direct contract to SFIA, as a prime joint venture partner, AGS also provided complete civil engineering of the elevated circulation roadways fronting the main entrance of the building.
